With reference to paragraph 4 of my Confidenti-

-al Despatch of the 31st. of October, I have the honour to transmit

copy of a Despatch from His Majesty's Minister at Feking which

confirms the information given to me as to the extent of the note

issue made by the Canton Government. It is reported that the loan

of $5,000,000 gold to which Sir John Jordan alludes and which is

the loan to which I referred in my Confidential Despatch of the

21st. of November has been approved by the Central Government and

that Mr. Paget has gone to America to raise it.

With reference to the 4th. paragraph of my

Despatch of the 21st. of November, I enclose copy of a notice

which I caused to be published in the Cazette on the 6th. instant,

a Chinese translation of it has been widely published in the

Colony.

3.

The issue of the Lottery Bonds at $10 each with

half bonds at $5.00 and one-fifth bonds at $2.00 has been begun at

Canton. The Consul-General reports that they have been meagrely applied for. As far as I can ascertain no attempt has as yet been

made to issue them in the Colony.
